Org. Setting and Reporting
 
This position is located in the Counter-Terrorism Committee Executive Directorate (CTED), set up to support the Security Council's Counter-Terrorism Committee.  The incumbent reports to the Head of Administration, Administration & Information Office, CTED.
 
Responsibilities
 
Under the overall supervision of the Head of Administration, the incumbent will:

1. Manage and maintain CTED’s Electronic Document and Records Management System (EDRMS) and UniteDocs;
2. Provide guidance and support for the use of the EDRMS;
3. Ensure electronic record keeping system standards and compliances are met;
4. Manage document retention schedule and liaise with records-creating offices on the transfer and/or disposal of records;
5. Troubleshoot and resolve user problems;
6. Evaluate adequacy of existing records management and reference tools and support the deployment of newer related systems;
7. Research, analyze and evaluate new applications of information technology relevant to information and document management and make recommendations for their deployment;
8. Maintain and update the of content on the CTED intranet, website and secure document tracking site (eRoom and UniteConnections) in keeping with CTED information management and dissemination model;
9. Manage system upgrades and migration for digital archives databases;
10. Ensure that both restricted and non-restricted online information is appropriately arranged and secured; 
11. Provide assistance with periodic system upgrades and problem-solving;
12. Perform any other duties as required.

Education
 
An advanced university degree (Master's degree of equivalent) in computer science, information systems, systems development or related field.  A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree.

A first-level degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
 
Work Experience
 
A minimum of two years of progressively responsible experience in information management, web-related development and implementation and maintenance of information systems or related area is required.

Languages

 Principal Functions  Requirements
Under the supervision of the Head, Documents, Registration and Archiving, and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the incumbent performs the following duties:

Main Duties:
Control registration and processing of all classified and verification-related documents and their availability either within electronic systems or in hard-copy.

· Control the quality of the information service, and of the information (including metadata) held in the information management systems
· Analyse requirements, develop and update metadata for the online documents registration system, to improve retrieval and ensure that documents registration meets established standards
· Ensure maintenance of confidentiality when making classified information available
· Identify and assist in resolving any procedural or technical impediment to prompt availability of information to users
· Write and validate standard operating procedures (SOPs), working instructions (WIs), guidelines, improving where required as a result of review of business processes

Manage and maintain good records and archives management practice,
· Support and carry out professional activities required to improve information management practice, including preparation for move to, or move to new, electronic environments or applications.
· Review and analyse work flow and processes with a view to recommending/initiating improvements, and collaborate with colleagues to implement change in process and practice
· Act as a DRA focal point in existing information management-related projects and devise and implement any additional projects required as part of the move to a new electronic environment

Research, develop and maintain DRA’s preservation programme for records in all media
· Support the research and proposal of initiatives to develop a preservation programme for the digital archives, and for the audio-visual material.
· Support the development and implementation a disaster recovery plan for DRA, including the digital archives.
· Coordinate where necessary with staff in other sections (e.g., with regard to environmental controls for preservation of physical records) and propose solutions to ensure long term preservation.

Prepare, review, update procedures, guidelines, and forms required for work processes
Strategic Planning
· Assist the Head of DRA in developing strategic plans for the section: annual work plans; staffing requirements; proposals for improvement and maintenance of optimum service levels.
· Assist the Head of DRA where required in any corporate-wide initiative related to the management of information, records or archives
· Propose, manage and monitor projects and assist with training and guiding staff in a range of records and information functions
· Stay current in new records management and archival developments by reviewing the literature, participating in best practice groups and dedicated international conferences.

Act as Head of DRA Section
· As directed by the Branch Head, perform all the administrative, managerial and organisational duties in absence of the Head of DRA section

Education (Qualifications):
Essential:
Advanced university degree in information management, with postgraduate specialisation preferred in records or archives management. A relevant first-level university degree in combination with training and/or qualifying experience (minimum seven years) may be accepted in lieu of the advance university degree.

Desirable:
Additional training in business analysis and/or project management.

Experience in implementation of enterprise content management (ECM) systems with a particular focus on records management components and the development of taxonomies. Experience specifically in digital archives, including use and review of work-flow applications.

Desirable:
Previous experience in data migration projects in the context of ECM is desirable. Experience in the use of electronic data analysis tools. Experience in Quality Management implementation is desirable; Experience working in highly confidential environments is desirable.
 Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
 
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. Responsibilities
 
Under the direct supervision of the Head, Knowledge Management Support Unit, the incumbent will perform the following functions:  1. Provide assistance to the management of Project Accrual and Accountability System (PAAS); Support training workshops on PAAS for all staff (Headquarters and out posted offices) and provision of user support, prepare training materials and manuals; Review and validate project information in the system as required and update Project Cycle Work Flows for implementation by the PAAS technical team.  2. Provide management support of the Audio visual Archives through processing the Audio Visual collection of UN-HABITAT according to format i.e. photographs, videos, films, and sound recordings; Randomly sample the Audio visual Archives and arrange for migration of the same as a preservation mechanism; List and catalogue the Audio Visual collection and develop a database for their easy referencing and retrieval and prepare finding aids for the audio visual archives and post the same on the organization's Intranet and public site and attend to reference requests for the audio visual archives; Manage the organization's Photo Archives and attend to requests for the same ensuring that staff and clients from other organization and media agencies are provided with the appropriate guidelines. 5. Provide assistance in the management and administration of UNHabitat Intranet (HABNET) Manage users' access rights and levels for system control purposes and attend to support requests; Manage content on the intranet by ensuring correct postings in conformity with documents categorize; Carry out quality check on the intranet including content validation, broken links and liaise with technical staff to resolve the same. 6.  Perform other related duties as may be assigned.

Under the supervision of the Chief Archivist / Deputy Chief Archivist, the incumbent will be responsible for administering the International Criminal Tribunals information security and access regime, and for providing research and reference services to users of the records of the Mechanism for International Criminal Tribunals (Mechanism) and the International Criminal Tribunals (ICT) Archives.
 
Responsibilities
 
• In close coordination with the relevant legal officer, act as the focal point for the administration of the International Criminal Tribunals’ information security and access regime. 
o Assist in the development of procedures for information security classification reviews and for implementation of decisions on reclassification.
o Implement procedures for information security classification reviews, and for implementation of decisions, liaising with classification authorities, information owners and custodians.
o Ensure complete and accurate implementation of decisions on (re)classification.   Ensure correct marking of materials containing classified information.  Ensure correct redaction of classified information.
• Through the Offices of the President, Registrar and Prosecutor, act as the focal point for requests for access to Mechanism records and ICT Archives. 
o Receive and respond to requests for access.  Includes registering requests and tracking the process of considering and determining requests.
o Advise requesters and researchers on holdings and accessibility.
o Provide other information and assistance to requesters and researchers.
• Participate in the creation of finding aids, and other research and reference tools for Mechanism records and ICT Archives, in collaboration with the Archivist, the Audiovisual Archivist and the Electronic Records Manager.  Participate in the evaluation of existing research and reference tools and assist in the implementation of new tools to facilitate access to records and archives.
• Monitor and analyse trends in requests for access and areas of research.  Advise the Chief Archivist / Deputy Chief Archivist on responses to trends, to enhance accessibility of records and archives.  
• Manage the content of the Mechanism website relating to records and archives.
• Manage the Section’s collections of published and open-access research and reference material. 
o Select material for the development of collections. 
o Organise, classify and catalogue print and digital resources. 
• Participate in the development and implementation of advocacy and outreach programmes.

Minimum of two years of progressively responsible experience in archives management, records management, library services, information management or related area.  Experience of providing reference services is required.  Experience of strict information security regimes is required.  Experience in international tribunals or national courts is desirable.
 
Languages
 
English and French are the working languages of the Mechanism.  For the post advertised, fluency in oral and written English is required.  Confidence in French would be an asset.
 
Assessment Method
 
There may be a technical test and/or competency based interview.
